Singapore releases Guide on Pandemic Preparedness
at Conference

Preparedness was held at the Marina Mandarin Hotel, Singapore on
January 12 and 13, 2009 by the Centre for Non-Traditional Security
(NTS) Studies. The aim of the conference was to examine different
framings of pandemic preparedness and aim to stimulate thinking on some
of the possible approaches and mechanisms that the region can adopt. A
guide on "Preparing for a Human Influenza Pandemic in Singapore" was
also released during the conference.
The keynote speech was delivered by Mr. Wong Kan Seng, Deputy Prime Minister and
Minister of Home Affairs, Government
of Singapore. He spoke about the lessons learnt by Singapore during the
SARS outbreak and how such an event could not be treated as solely a
medical crisis. The National Crisis Management Team felt a multi-sector
business continuity plan, involving preparedness for critical services
such as water, power, transportation, banking and food supply was
essential for combating such an outbreak.
In an effort to reach out to
emergency planners in the private sector, the Ministry of Home Affairs published
a book entitled ‘Preparing for a Human Influenza Pandemic in
Singapore’. It outlines Singapore’s approach towards a pandemic,
planning parameters and assumptions, as well as response
measures. It also describes the roles of the Government, the
private
sector and the community in the national response plans.
